Pax autocratica victory square is the building that holds colony-wide working hours. It is not the normal soldier assignment screen. If several jobs go Exhausted or Overworked at once, check the schedule before you capture more people. Grabbing a new worker onto the same brutal day only manufactures another tired body.

Steam’s store page never names Victory Square or Unified Labor. Those labels come from player saves. Three independent player sources still tie hours to this plaza: a written work-schedule guide, a beginner video that researched policies there, and another beginner video that treated the flag building as the policy room. That is enough to teach the click path. It is not enough to declare an official best number of hours.

The route that actually changes the day:

  1. Repair Victory Square if it is still wrecked.
  2. Research the Unified Labor building policy there.
  3. Open Directives.
  4. Select Unified Labor and set Daily working hours.
  5. Press Issue Directive. Editing the preview without issuing it does nothing.

A 20-hour setting should display as 0:00–20:00, not 0:00–24:00. The interface is showing the shift you issued, not a broken 24-hour clock. One player used a 20-hour day until Overworked started appearing mid-shift, then tested 15 hours (0:00–15:00). A beginner video used about 16 hours and called 18 hours risky. None of those numbers is an official optimum. Use them as experiments. If Overworked stops spreading, keep the test. If essential buildings stay empty after people have slept, you actually need more workers, not a shorter slogan.

The assignment panel still matters for individuals. Tab is the player-reported soldier management key. Right-click job locations. The gear icon can lock a post. That panel cannot rewrite the whole colony’s clock. If you only shuffle people between kitchens and drills, and the whole floor still tips into Exhausted, you are treating a schedule disease with a staffing bandage.

After the matching policy is researched, the assignment UI can grant 24h Paid Time Off. That recovers a soldier who is already exhausted. It does not replace Unified Labor. If you are issuing leave to half the colony, the workday is too long. Paid Time Off is a one-person tool. Unified Labor is the colony tool. Mix them in that order: shorten the day if the epidemic is wide, then park the worst cases on leave for a cycle.

One beginner video also researched Paid Time Off next to Unified Labor in the same plaza policy list, then set an example day of 15 hours so the remaining time could go to social life and sleep. The same recording said social hours are when injured people recover and talk, which raises morale. Treat that as a player observation. Pregnancy asides in those videos were not checked against the opening write-up, so they stay off this page as advice.

Schedule problem or missing workers?

Important buildings that cannot be staffed because every body already has a critical post: that is a labor shortage. Then capturing and converting someone useful makes sense. Prison, Capture Rounds, and conversion timing live on prisoners. Bringing your only cook on the shuttle makes the shortage worse; that trade is citizens vs army.

Fear belongs in the same diagnosis. Player videos say fear that runs too high can lead to desertion, while fear that sits too low can lead to strikes. Steam’s copy talks about fear, loyalty, propaganda, and revolt. None of that is fixed by issuing a 20-hour day. If people are collapsing with full assignments, hours are still the first lever. If people are present, fed, and rested, and still refuse the job, you are in politics, not overtime.

Check this before a long expedition. Launching while the whole floor is Overworked just means you return to a dead factory. The opening loop still starts with 4 Titanite, Command Center, Barracks, and a first shuttle ride. Hours become urgent after people actually live in the Barracks and you start seeing Exhausted on more than one name. Kitchen recipes on stock or continuous, and a cafeteria with beds, are food tools. They do not replace the plaza clock.

A compact base makes the check easier. If Victory Square is a trophy at the far edge of a spider-web plan, you will skip the directive. Placement notes are on base layout. Farm articles that automate iron, food, and power before Barracks also tend to skip this building. Those plans do not match the live opening.

What the numbers are not

They are not a hidden official table. They are not a reason to shame anyone for using 16 hours instead of 15. They are player tests from August 2026 saves and videos. Early Access can retune fatigue. Believe the Overworked tag in your colony more than a blog’s favorite integer.

The plaza also shows up in a short capture video as a place to hire ready recruits after conversion. That hire step was not checked in the same write-up as the hours path. If your build has a hire control there, use the in-game label. If it does not, convert in Prison and assign with Tab. Avoid turning a single YouTube aside into a second official menu.

Exile for surplus soldiers was added after launch. That is a roster tool, not a schedule tool. Executions and gallows appear in player capture talk as a fear option. Steam lists fear, indoctrination, execution, and conversion as prison fantasy. None of those is a substitute for issuing Unified Labor.

Hire-after-conversion, exile, and gallows fear all get mentioned near the same flag in videos. Hours policy is still the thing this page is for. If captives are ready and the floor is not tired, you are in prisoners. If the floor is tired and the brig is empty, you are here. If both are true, issue Unified Labor first, then convert. New workers inherit the same day you already set.

Fear versus overtime is the other mix-up. Desertion and strikes showed up in beginner videos as fear problems. Overworked across staffed jobs is a clock problem. Steam’s copy about propaganda, surveillance, and revolt is real flavor. It still will not Issue Directive for you.

A 20-hour preview that looks like 0:00–24:00 is a reason to stare at the display before you click. The written work-schedule guide called that out because people thought the slider was broken. It was showing a 20-hour shift. After you issue, walk Tab and see whether Exhausted stops spreading on the next cycle. One cycle is the experiment. Changing the number every ten minutes is not.

Kitchen stock / continuous and cafeteria beds are parallel tools. They feed people. They do not shorten the shift. Resource Transport Stations move piles. They do not rest bodies. Barracks housing matters once people live there. The plaza clock matters once those people show Overworked in clusters.

If you still have no Barracks, start at the beginner guide. If the hold is full of captives and the floor is fine, skip this plaza until conversion is the actual bottleneck.
